Blumbergs’ Snapshot of the Canadian Charity Sector 2023

We recently reviewed the T3010 Registered Charity Information Return database for 2023 as part of the Sean Blumberg Transparency Project. The database covers about 83,540 of the approximately 86,000 registered charities in Canada that had filed their T3010 and were processed into CRA’s Charity Listing database by March 2025.  Here is the Blumbergs Canadian Charity Sector Snapshot 2023.

The Canadian charity sector is a vital part of Canadian society and economy with revenue of over $393 billion and expenditures of about $354 billion.

Some of the highlights of the Blumbergs Canadian Charity Sector Snapshot 2023 include:

  • 83,540 registered charities filed their T3010 in Canada out of approximately 86,000 charities
  • $393 billion in total revenue for Canadian charities and total expenditures of $354 billion.
  • Government revenue totaled $252 billion including from the federal government ($13.1 billion), provincial governments ($225.6 billion), and municipal/regional governments ($13 billion). In total, government funding is approximately 64% of the revenue of the whole charity sector.
  • 78,598 identified themselves as active and 3429 as inactive
  • 29,814 made gifts to other charities or qualified donees during their 2023 fiscal year
  • Canadian charities spent over $5.3 billion outside of Canada
  • 139 Canadian charities received funds from Global Affairs Canada for foreign activities
  • 2,824 identified having contractual relationships with foreign intermediaries, 1,127 charities identified that employees conducted activities outside of Canada and 2,137 had volunteers conducting foreign activities.
  • $4.1 billion was received by Canadian charities from outside of Canada
  • 43,351 identified having employment expenses, while 39,775 did not have any employment expenses
  • $199 billion was spent by Canadian charities on salaries and other compensation expenditures
  • $23.4 billion in official donation receipts were issued by Canadian registered charities
