CRA’s list of RCAAAs may be confusing for some as it omits important historical context

CRA has made some changes to their Charities Listing to include RCAAAs as we have discussed in a different blog. In this note, I will share my concern that the current way that the RCAAAs are listed on the CRA website may be misleading.

CRA has a list of revoked RCAAAs, and they list ones that have been revoked for “audit”, “failure to file”, and voluntary revocation.

If you look at the list below, it appears that there have been three RCAAAs that have been revoked as a result of “audit” or what CRA used to refer to as “cause”.  Three out of 138 does not seem like too much.

But keep in mind that some RCAAAs were revoked (for involvement in abusive charity gifting tax schemes, etc.) and then given back their RCAAA status! So, they now show up as being registered and not having been revoked as a result of audit. Also, CRA is inserting a new registration date and not the original date that the organization was an RCAAA. So, you might even mistakenly believe that a particular RCAAA is a new RCAAA.

There have been many more revocations as a result of audit than just the three listed below. It would be nice if the CRA website noted that!

We discuss below four groups that were revoked as a result of audit but are now registered.

For example, Biathlon Canada is not on the above list and is just listed as being an RCAAA like the other 137 groups.

Also, the Canadian Amateur Football Association is another one revoked and then re-registered.
